这些烈士是抗美援朝战争时期牺牲并散葬在朝鲜半岛“军事分界线”以南，近年来，经韩方发掘、鉴别后集中安葬在韩国京畿道坡州墓地。2013年6月，韩国总统朴槿惠访华期间，向中国领导人提出移交在韩志愿军烈士遗骸，在中韩两国领导人共同关心和推动下，经过双方相关部门多次磋商，最终确定交接相关事宜。2013年12月19日，双方启动烈士遗骸起掘工作；2014年3月17日，双方共同实施了遗骸装殓入棺活动，中方派团出席并举行了悼念仪式，经过认真准备，今天双方正式实施交接。
